Make sure that billing address is filled out correctly near your high school and make sure that your name on your ID matches the one on github. Also make sure to turn on your location so github can see that you actually reside in that area. Those were the changes that I made to get my benefits. One more information, when you try and do the process again, log out and sign back in into your account to redo the process.
